How Can i comment a post of another user?

If you have create permissions on the item, from the realtime streams dashboard you will see a Create action beneath the blog entry. You will not be able to add a comment if you do not have create permissions on the blog entry.
Alternatively the longer method which requires that you have manage permissions is:
- navigate to the blog, click Options -> Change its appearance
- click on Annotations, turn Topic On and select Cascade All, click OK to save the changes
- navigate to the blog entry and you will then see an Add Topic button, click on this
